Texas LoanSTAR Financing for Public Institutions

The Texas LoanSTAR Revolving Loan Program provides low-interest financing for energy-related, cost-reduction retrofit projects at eligible Texas public institutions, including public school districts and public colleges and universities.

The current SECO notice was posted January 28, 2026. It lists general-fund loans at 2.5% with no minimum loan size and ARRA-funded loans at 1.5% with a $3 million minimum. The notice lists a maximum 15-year term, and loan disbursements are made on a reimbursement basis. Applications are reviewed first-come, first-served.

Eligibility, funding availability, deadlines, and application requirements are set by SECO and may change. Review the current Texas Comptroller LoanSTAR information before applying.
